Building Capacity in Education in Iraq

ECC constructed public buildings, schools, military facilities, water and wastewater treatment plants, power generation and transmission systems, airfields, and roadways as part of a $1.38 billion rebuilding program in Iraq. As part of the program, ECC performed a massive school reconstruction program in northern and southern Iraq, assessing structural integrity, serviceability of existing water supply and distribution systems, plumbing and sanitary sewer systems, electrical power distribution systems, and mechanical systems. ECC ultimately repaired and constructed 317 war-torn schools at unsecured sites, requiring comprehensive security plans and stakeholder and community outreach programs, while working under hostile conditions. ECC outreach programs ensured a full integration with an understanding of local community customs and decision-making systems to gain stakeholder buy-in.
