Commander Submarine Squadron 15 Headquarters and Torpedo Exercise Support Building, Polaris Point, Guam

ECC executed the design-build seed project under the Design-Build Multiple Award Construction Contract for the Naval Facilities Engineering Command (NAVFAC) Pacific. Our team designed and constructed the two-story, 65,523-square-foot Consolidated Submarine Learning Center/Joint Use Commander Submarine Squadron (CSS) 15 Headquarters Complex and 11,044-square-foot Torpedo Exercise Support Building (TESB) at Polaris Point, Guam. The single-story reinforced concrete TESB incorporated many unique features to ensure the safe handling of training drones, battery maintenance, and charging. ECC incorporated sustainable features in the SLC and TESB, ultimately achieving the two Leadership in Energy and Environmental Design (LEED) Silver certified buildings. The project won three Guam Contractors’ Association Excellence Awards: (1) Federal Government/Military; (2) Greener Tomorrow; and (3) Specialty Contracting (Electrical).
