ECC was founded in 1985 in Kentucky. In its early years, ECC provided environmental services, including emergency response and hazardous waste treatment removal, and transportation and disposal services.

ECC increases capabilities and experience with the award and successful completion of a large subcontract to handle hazardous waste transportation logistics on a US Environmental Protection Agency (USEPA) Superfund Site on the Hoopa Indian Reservation, providing ECC vital experience on a US Army Corps of Engineers (USACE) project.

ECC becomes an approved USEPA response manager and a member of the US Small Business Administration’s (SBA) 8(a) and Small Disadvantaged Business (SDB) programs, facilitating continued opportunities and growth. Shortly thereafter, ECC lands its first Federal contract with the United States Geological Survey in Colorado.

ECC wins its first munitions response project in Tierrasanta, California. The USACE contract is, at the time, the largest of its type in the nation and propels ECC’s munitions services. ECC also relocates its headquarters to the San Francisco Bay Area in pursuit of new work under the US Navy’s Base Realignment and Closure program.

As US military operations of the First Gulf War in Kuwait wind down, ECC performs removal, disposal, and detonation of unexploded ordnance throughout the country. This marks ECC’s first international project.

ECC wins a $105 million contract to provide environmental remediation services in the complex cleanup of hazardous waste sites at the Summitville Mine Superfund Site in Colorado. ECC’s services continue to gain capability and experience in the fields of environmental remediation and munitions response.

ECC purchases a small analytical laboratory in Ohio to support its environmental projects, which operates until it is sold in 2002.

ECC is named the Department of Defense SDB Contractor of the Year, the first of many major SBA awards the company will receive. ECC is also awarded its first cost-reimbursable contract for the Department of Defense--the $30 million USACE Omaha Pre-Placed Remedial Action Contract—which kickstarts a series of new wins.

ECC wins a contract with the Defense Nuclear Agency (DNA) to refurbish military laboratories in Belarus, Ukraine, Kazakhstan, and Russia. With continuing work with the US Navy and USACE Pacific Division, ECC acquires a company in Hawaii and established an office.

ECC begins work at the Massachusetts Military Reservation (MMR) with key contract wins from the USACE New England and US Air Force Center for Engineering and the Environment (AFCEE). ECC will go on to perform more than $237 million in remediation, energy, and munitions response work at MMR and throughout Massachusetts.

ECC graduates from the SBA’s 8(a) program and wins several USACE contracts including the first Small Business Site-Specific Environmental Remediation Contract at the Wayne Interim Storage Site under the Formerly Utilized Site Remediation Action Program (FUSRAP). This project further catapults ECC’s radiological services.

ECC performs several notable projects including radiological cleanup at the Middlesex Sampling Plant in New Jersey; thermal treatment of polychlorinated biphenyls (PCBs) at the high-profile Industrial Latex Superfund Site in New Jersey; and wastewater treatment plant construction and operation at the Nebraska Ordnance Plant.

After winning its first worldwide US Navy Unexploded Ordnance Response (NURC) Contract, ECC is awarded a $17 million munitions project at the Former Naval Air Facility Adak, Alaska. ECC will also go on to perform $30 million in munitions response projects in Alaska, California, Hawaii, Louisiana, and Japan under the NURC.

ECC wins a USACE Kansas City $100 million Small Business Pre-Placed Remedial Action Contract as the only small business to qualify in the large business category. ECC ultimately wins 20 contracts with USACE Kansas City (to date). ECC also wins a $53 million AFCEE Environmental Remediation and Construction (ENRAC) contract.

ECC’s work in the Pacific strengthens with post-typhoon recovery projects in Guam and a large thermal treatment project in Barbers Point, Hawaii. ECC also wins a $100 million USACE New England Total Environmental Restoration Contract (TERC) that results in years of successful remediation and munitions projects at MMR.

ECC launches its design-build capabilities with the award of the AFCEE Environmental Restoration and Construction (WERC) contract. Making small business history, ECC achieves the first US Department of Energy (DOE)-approved baseline for the Columbus Closure Project. ECC also centralizes European operations in Germany.

ECC begins a multi-year, $1.3 billion National Infrastructure Program in Iraq. Under several contracts, ECC performs 46 projects, completing 1,844 facilities in Iraq as well as roads, water treatment, power, and telecommunications installations. ECC becomes an employee-owned company to reward its employees for their contributions.

ECC orchestrates a large-scale, award-winning $488 million emergency response in some of the areas hardest hit in New Orleans while subcontracting 70 percent of contracts to Louisiana-based small businesses. ECC also receives the OSHA Voluntary Protection Program (VPP) Star Site Designation at MMR.

Under a $6 billion AFCEE Heavy Engineering Repair and Construction (HERC) contract, ECC performs construction projects on military bases in Europe, Southeast Asia, and Africa, ultimately completing $1.3 billion in work. Expanding construction services prompts the creation of ECC’s Design-Build Center of Excellence (DBCX).

ECC continues to gain experience through the award of additional work, including as Master Developer in a Federal privatization program in New Orleans. ECC provides construction support to the US effort in Afghanistan, eventually performing nearly $2 billion in the country.

Through a $127 million AFCEE task order, ECC and its DBCX lead the design-build construction of two award-winning, LEED Gold Certified Medical Instructional Facilities Buildings at Fort Sam Houston, Texas. The company receives multiple awards for corporate-wide small business participation.

ECC wins numerous global contracts, including the $900 million US Navy Pacific Global Multiple Award Construction Contract, $4 billion AFCEE WERC Contract, and $850 million USAEC Huntsville Worldwide Environmental Remediation Services Contract. ECC grows its Mentor Protégé Program and wins a third OSHA VPP Star Site in Guam.

ECC wins back-to-back contracts, gaining strength through strong alliances with joint ventures and mentor protégés. ECC strengthens its renewable energy and energy efficiency capabilities with key solar and wind turbine projects throughout the US, Europe, and the Pacific. ECC also marks its fourth VPP site in San Antonio.

As a founding member of the Aloha Solar Energy Fund (ASEF) I development team, ECC develops a large photovoltaic system in Hawaii under a 20-year power purchase agreement (PPA). Two years later, ECC develops a second PPA, ASEF II. The two systems offset 16,500 tons of carbon dioxide emissions per year.

Understanding strong management systems drive performance, ECC pursued and was granted the International Organization for Standardization (ISO) 9001:2008 certification for internationally recognized management system standards. ECC maintains its commitment by later gaining the ISO 9001:2015 certified management systems.

ECC is awarded the US Navy Global Contingency Construction Multiple Award Contract, which results in $1.2 billion in post-disaster contingency construction in North Carolina; Bahamas; Florida; and Puerto Rico. ECC also completes the largest Brownfields redevelopment project in North America, the Sydney Tar Ponds Project.

A pivotal project for ECC’s international development team, ECC wins a $57 million development project to provide clean drinking water 2.4 million people in the Republic of Cameroon. ECC’s Munitions Response department expands its robotics capabilities at the Fort Bragg Aerial Gunnery Range in North Carolina.

After completing a series of large, successful environmental programs in Canada, ECC wins a project at Port Hope, which is listed as one of Canada’s largest environmental programs. In the US, ECC is awarded an environmental project from the General Services Administration (GSA) at the Denver Federal Center, valued at $21 million.

ECC wins its second consecutive Naval Facilities (NAVFAC) Europe Sigonella Multiple Award Construction Contract (MACC), after successful completion of the prior generation award. Throughout our history, ECC will go on to win four Sigonella MACCs (to date). ECC now operates in nine countries throughout Europe.

Employees come together following devastating fires in Northern California and execute $450 million in post-wildfire cleanup. ECC wins an AFCEC Worldwide Engineering and Construction Workflow (WE&C) Contract, leading to $446 million in work in the US, United Kingdom, Italy, Portugal, Germany, Spain, Guam, and Wake Island.

ECC continues to respond to natural disasters across the US and beyond, including the Carr Fire for CalRecycle in California; Hurricane Irma for NAVFAC Atlanta in Florida; and Hurricane Matthew in the Bahamas; as well as continued long-term construction services following Hurricane Florence in North Carolina for the US Navy.

ECC wins a USACE Omaha $999M Rapid Disaster and Infrastructure (RDI) construction contract, which leads to the construction of two fast-track COVID alternate care facilities. ECC orchestrates a massive debris and tree removal response and basecamp construction/life support project following the Camp Fire in California.

ECC wins two large post-earthquake construction projects at Naval Air Weapons Station China Lake: South Airfield Projects and Berthing Camp. ECC also wins a large runway repair project at Little Rock AFB, which solidifies experience for future runway projects awards at Travis AFB in California and Basa Air Base in the Philippines.

ECC Europe gains momentum with back-to-back fuels and construction projects, including a multi-mission hangers and taxiway repair project in Larissa, Greece and Operation Allies Refuge Base Camp and Life Support project at Ramstein Air Base in Germany.

ECC wins numerous large contracts and notable projects, including the $126 million Water Treatment Plant Construction project at MCB Camp Lejeune in North Carolina; $38 million Eareckson Repair Electrical Grid in Alaska; $94 million Hurricane Sally Recovery in NAS Pensacola, Florida; and multiple awards in Guam.
